Immigrant Nurse Credentialing (INC) Program

The INC program is an approved Oregon State Board of Nursing (OSBN) registered nurses (RN) re-entry program. It is designed to provide a pathway for internationally educated nurses to prepare for the National Council Licensure Exam for Registered Nursing (NCLEX–RN) through the delivery of a 12-month re-entry program. Included are classroom-based modules, self-directed online learning, skills lab, simulation, and supervised clinical practice.


Eligibility Requirements

  • Must be a graduate of university, college or hospital programs of nursing that are equivalent to RN level in the U.S. and have worked at least 6 months as a nurse outside the U.S.
  • Must have documentation of nursing program and evidence of graduation for credential evaluation by an Oregon State Board of Nursing (OSBN) approved agency.
  • Must be authorized to work in the U.S.
  • Must be eligible for federal public benefits.
  • Must demonstrate English language proficiency through Test of English as a Foreign Language (TOEFL), Test of English for International Communication (TOEIC) or International English Language Testing System (IELTS).
  • Must be able to commit 20 to 30 hours a week for classes and study.
  • Should have professional level verbal and written communication skills and computer literacy is required.
  • Prefer recent healthcare related employment.

Recommended Steps Prior to Enrollment

1. Credential evaluation can take four to twelve months to complete, and should be started as soon as possible. Refer to the OSBN website for a list for approved credential evaluation agencies along with information related to re-entry for foreign educated nurses.

2. Professional level communication skills are essential for safe practice. Participants need to take placement tests for writing, reading and math at their local community college. Please contact INC staff with results.

3. Recent healthcare related employment provides valuable insight into the US healthcare system and professional practice working within a healthcare team. We recommend that participants be employed (or volunteer) in healthcare. Participants who are CNA certified are preferred INC candidates.
